How change will occur on the West coast

Priority one: Amalgamation of all four councils.

  • A mayor/chair and a majority of council seats for all four councils need to be filled to vote on the amalgamation
  • Create villages, communes or voting blocks and vote in leaders to guide the discussions, they will also act as a representative for their group when working with governments, communication systems will need to be agreed upon.
  • All four Mayor/chairs meet to discuss the particulars of the amalgamation and create a Memorandum of understanding (MOU)
  • All chief executive officers (CEO’s) are ordered to begin the process of amalgamation
  • CEO’s order employees of councils to begin the amalgamation process which include:
    • Order all Council controlled organisations (CCO) and trading organisations (CTO) to begin shutting down their entities.
    • Restructure debt with the Local government funding agency (LGFA) from the old council entities (this includes CCO’s and CTO’s) to the amalgamated entity.
  • Binding referendums are held to determine:
    • New entities name
    • Structure of council/board (Mayor/Chair and number or Councillors/board members)
    • Core duties and responsibilities
    • Create a Constitution (living document giving the people of the region the right of recall, veto and binding referendum)
    • Location of the new council
  • A new vote is held to elect the new members of the council/board
  • Long- and short-term plans are created and voted on by the people of the amalgamated entity (AE)
  • Vote on revenue streams

Priority Two; Making council profitable

  • Identify assets (items, systems that generate a profit)
  • Follow the 10:20:70 budget (10% goes to savings/investment 20% goes to debt repayment and 70% goes to maintenance of the region, this total budget is made up from all income generated by the new entity)
  • Continue services that the CCO’s were performing (continue auditing to make more profitable)

Priority Three; Local economic development

  • Create primary industries so that locals can create businesses around these industries (this includes our port, gravel, building industry, water, energy creation, etc)
  • Restrict foreign investment and promote local investment (this is to reduce the flow of money leaving our economy and expanding our economy, thus promoting local development)
  • Potentially create our own currency to promote local businesses
  • Use the 10% budget to lend to local businesses and people buying/building houses within the area, this will incur a 5% interest rate which will stay return to the savings account for development of the area.
  • Create a rent to repair/maintain building programme with local businesses (low rents mean that the tenant can afford to improve the building)
  • Provide cheaper power to locals
  • Reduce the use of large outside contractor companies for roading and compete for state road contracts
  • Create a partnership with the Poly-tech to create cheaper and more efficient kit-set homes so individuals can afford homes, more land will need to be made available
  • Use animals to manage waste, land management and create healthier food programmes
  • Create education programmes to ensure the three “Rs” are foundational to every person’s needs, this education must be tailored to the individual
  • Create higher education opportunities so our children don’t have to leave
  • Create higher level jobs focusing on medical products, physics, wafer chip production, etc.
  • Create and take control of our train network including first and last mile, this will include freight and medical services
  • Purchase and install an industrial Pyrolysis machine to create fuel, high grade steel for rail and building from tyres, plastics and waste oils, this would be powered from the flood management programme
  • Create flood management programme using mini/micro hydro dams to reduce flood impact by managing water above flood zones, these catchments would enable us to provide/sell water to other districts, use small solar and wind to pump water back into the systems creating gravity batteries for towns etc.

Priority Four; Manage tourism and effects from outside entities

  • Toll roads for tourists and freight companies (all locals will be excluded from these charges)
  • Restrict non NZ citizens from freedom camping, all foreign nationals would be required to stay in holiday camp

Priority five; Food

  • Create secondary school level industries with waste management, land clearing, pest management, etc.
  • Predator programme enables trapping but no use of 1080, this enables people to purchase animals for private and commercial use for animal feeding.
